Premium rates for the new Health Care Marketplace are out

Less than a week, that's how much time people have left to sign up for the Health Care Exchanges. On Wednesday, the US Department of Health and Human Services released a report detailing the cost of insurance under the Affordable Care Act.

According to the report Oklahoma's costs are less than the national average.

In Oklahoma, there are 53 plans for individuals and families to look through. While it's good to have options, many say they have no idea where to start.

Oklahoma City resident Joyce Smith is one of the hundreds of thousands of uninsured residents
who will need to shop the health insurance marketplace come October 1st. But she doesn't know what to do.

"You don't know where to go and who's going to help," said Smith.

That confusion is mutual. FOX25's Christine VanTimmeren contacted everyone from the State Health Department to the Governor's office and everyone said the same thing. They are not able to talk about the Heath Care Exchange costs because it is a federal program.

"You need to know where you're going and who to talk to when you get there," said Smith.

What we did learn is some of the costs for insurance here in Oklahoma. According to the White
House website, a low cost plan for a 27-year old making $25,000 a year could $84 a month.
A family of four making $50,000 a year could expect to pay $282 a month for a mid-range plan,
that's with tax credits. But some health care experts say it could even be less.

Rosalyn Johnson, CEO of Oklahoma Community Health Centers, said, "From some of the data that we've seen so far, a family of four with an income of about $40,000 a year would be paying a premium of about $11 a month after the federal subsidy. So I think that's reasonable."

Johnson not only looked through the numbers, but her centers are part of the Navigator program. Created to assist applicants with the federal marketplace.

Nicole Alexander also works at OCHC and said, "Right now we know the basics of everything, and we know enough to tell people what sites to go to and help them with the applications."

Navigation sites will start to open October 1st. A welcome relief for people like Smith who
know they'll need the help.

"Hopefully we've learned enough to get them through the process, the beginning process of it,"said Alexander. "If they have more questions they come back and we'll continue to work with them until they got it."

Oklahoma Insurance Commissioner John Doak released a statement about the report saying, "This is nothing but smoke and mirrors from the Obama administration," said Doak. "Facts are facts. Rates are going up in Oklahoma. The HHS report is extremely misleading. Saying that our rates are less than the national average leads people to believe everyone is going to pay less for health insurance, but that's just not true. Oklahoma's rates are lower than the national
average because we have a very robust, competitive insurance market in Oklahoma, but rates are still going up. Each individual will have a different situation. It should be understood that
rates and subsidies are two entirely different things. Rate increases will be moderated due
to the subsidies which we all end up paying for in the long run. No matter how you try to
dress it up, this federal law is unfair, unworkable and unaffordable."

Blue Cross Blue Shield of Oklahoma told FOX25 News they plan to hold a community meeting on Tuesday Oct. 1st to help educate Oklahomans on their enrollment options with Blue Cross Blue
Shield. The event will take place at the Metro Tech Conference Center on 1900 Springlake Dr.
in Oklahoma City.
