Back in May, FOX 25 investigated a program that would push Oklahoma deeper into debt but was to reward the state with protection from floods. As it turns out, the answers we were given were exactly what public officials wanted us to see.

$4 million dollars was diverted to the City of Kingfisher. But it wasn't actually for dams to protect from future floods. As we probed deeper and followed the money, it revealed some questionable numbers when it came to who was getting paid what.

But an email shows those misleading numbers weren't the only things manipulated.
