Oklahoma Court Backs Murder Conviction, Life Sentence

OKLAHOMA CITY (AP) -- A state appeals court has upheld the life prison sentence of a man convicted of first-degree murder in the shooting death of a former friend and co-worker in Oklahoma City.

The Oklahoma Court of Criminal Appeals handed down the decision Friday in the case of 44-year-old Wayne Roger Smith Jr. Smith was sentenced to life without parole for the September 2010 shooting death of 30-year-old Timothy Richard Flowers.

An affidavit filed by an investigator says Smith made threats against Flowers. Smith's vehicle was spotted in Flower's neighborhood before the shooting.

The affidavit says Smith had separated from his wife and believed Flowers told her he was cheating on her.

Defense attorney James Lockard of the Oklahoma Indigent Defense System did not immediately return a telephone call seeking comment.

Oklahoma lawmakers plan $45 million tornado relief

OKLAHOMA CITY (AP) -- Oklahoma lawmakers have begun the process of appropriating millions of dollars in emergency funds to help pay the cost of recovering from tornadoes that have ravaged parts of central Oklahoma.

Separate committees of the House and Senate on Tuesday approved a plan to appropriate $45 million from the state's Rainy Day Constitutional Reserve Fund. The money will go to the State Emergency Fund to help recover from a massive tornado that struck Moore on Monday, killing at least 24 people. A separate tornado on Sunday left two dead in Shawnee.

Republican Sen. Clark Jolley of Edmond says the money will help the Department of Emergency Management match disaster aid from the Federal Emergency Management Agency or to pay costs not covered by federal dollars.
