Sources Say Significant Progress Made in Fiscal Cliff Discussion
CNN reports a possible deal to avert the midnight deadline for the "fiscal cliff" of automatic tax increases and spending cuts began to take shape Monday, including an agreement to raise the income tax rate on top earners to what it was during President Bill Clinton's last term in office, according to sources close to the process.
The potential deal also includes an increase in the estate tax and an extension of unemployment benefits, according to the sources.
Other issues remain in play, and it remains to be seen how the GOP-controlled House, which earlier refused to back a $1 million threshold for higher taxes, would respond to any deal.
Sources told CNN the two sides are closer to an agreement than they were Sunday.

MOORE, Okla. (AP) -- Parents and guardians of children whose elementary schools were damaged in the deadly tornado that ripped through the Oklahoma City area are hoping for happy reunions.
At least 20 children are among the more than 50 reported dead so far in Moore, an Oklahoma City suburb ravaged Monday afternoon by a tornado with winds up to 200 mph. Officials said early Tuesday the death toll could rise by as many as 40.
Many parents seeking their children gathered at a suburban church, listening intently as someone with a bullhorn called out the names of children who were being dropped off. For many families, the ordeal ended in tears of joy. Others were left to wait in the darkness, hoping for good news while fearing the worst.
