"Jaray's Bill" Advances to Senate
House Bill 2227 unanimously passed the House of Representatives Wednesday, and now heads to the Senate, “I am hoping within the next month this will become law,” Representative Joe Dorman said. The bill will create a Runaway Child Alert System within the Department of public safety. The bill will send a missing or runaway child’s picture, description and information to authorities and the public, “We have worked with DPS so that there will be no fiscal impact,” Dorman said. The bill was created for children who don’t fit the criteria for an Amber Alert, but who are still missing and may be in danger, “The longer the child is gone, the less likely they are going to turn up,” Dorman added.
One of those children is 16-year-old Jaray Wilson, she went missing on October 15th, 2012. “We have a candlelight vigil every month on the 15th,” Jara Wilson, her mother said. Since Jaray did not meet amber alert criteria, her mother says valuable search time was lost, “The first 48 hours are critical, and they did nothing in the first 48 hours,” Mrs. Wilson added.
Representative Dorman hopes to honor Jaray with this new alert, “I am hoping that we will eventually name this alert after Jaray,” Dorman said.
Jaray’s mother says though the bill too late to help her child, it may help someone elses, “It would keep a lot of families from going through what we went through, maybe, it could help a lot of people,” Jara Wilson said.
If it becomes law, the bill will go into effect November 1st, 2013.

McConnell selected for new Air Force tanker base

TOPEKA, Kan. (AP) -- Wichita's McConnell Air Force Base has been selected to be the main operating base for the Air Force's new KC-46A air refueling tanker.
Members of the Kansas congressional delegation issued a joint statement Wednesday announcing the Air Force decision. The aircraft will replace the aging KC-135 fleet flown by crews for the past 50 years.
According to the delegation, the Air Force will base 36 of the new aircraft at McConnell starting in 2016. It also will be investing $192 million in upgrades to the base.
McConnell was chosen over bases in North Dakota, Oklahoma and Washington.
Forbes Field in Topeka was not selected as a site for the Air National Guard base but the delegation said the Topeka location would not be precluded from future refueling assignments.
