Oklahoma House Passes Bill to Reform Free Phone Program
The Oklahoma House of Representatives has advanced a bill that will reform the "Lifeline" Program in the state.
The federal program was designed to provide telephone service to low-income individuals but has come under fire recently after two phone service companies were found to be issuing phones without documentation.
TerraCom LLC and YourTel America Inc. agreed to pay a total of $1 million in fines to the Federal Communications Comission in February. The two companies participated in the FCC's Lifeline program which allowed one subscription per household. The two companies were found to have given multiple landlines and wireless lines to subscribers.
The program has allowed companies to collect reimbursements ranging from $9 to $34 per subscriber.
House Bill 2165 would set certain requirements that must be met in order for telecommunication carriers to receive reimbursements from the Oklahoma Lifeline Fund. Carriers must provide certain documentation to the Oklahoma Corporation Commission.
The bill passed unanimously in the House and will now head to the Senate.

Man: Daughter killed in tornado was 'special baby'

OKLAHOMA CITY (AP) -- An Oklahoma man whose daughter was killed when a tornado struck Plaza Towers Elementary School in Moore says she was his "special baby" who made friends with everyone she met.
Joshua Hornsby's 9-year-old daughter Janae was among seven children killed when the tornado hit the school Monday afternoon. Officials say 10 children in all were among the 24 people killed in the storm.
Hornsby says he drove to the school after hearing a tornado was headed that way but arrived 10 minutes after it struck. He says he also lost his home.
State officials say the damage estimate from the twister that's been rated an EF5 by the National Weather Service could exceed $2 billion.
